PWG> lcrc version of Process Doc

Posted lcrc version based on Plenary discussion in Vancouver. 
Changes included are those recorded during the f2f review plus

1. Reflow section 8.5 on working group decision process
2. Removed appeal to PWG membership at large following Steering Committee 
appeal for WG decisions (8.5.1)
3. Removed the conferring of rights to nonattendance members because most 
PWG meetings are now accessible via phone and/or web conferencing. (8.5.1)
Think we need to take a closer look at section 9 (Maint).
