PWG> Updated PWG Process Document

Posted is an updated version of the PWG Process document for review prior 
to Thursday's 10am (PST) conference call. Most of these updates were 
discussed at the San Jose plenary. Key issues remaining are how to arrange 
the ftp directory to deal with grandfathered documents and how to make the 
document relations table more readable and useful.
