[MFD] Errata for SM FaxOut

All,

Currently the FaxOut specification does not identify the JobStateReasons values that are used to report fax modem issues and are defined in the MFD Alerts spec.  We need an errata that lists these reasons and their corresponding descriptions, as defined in the IPP FaxOut Service specification.
