[IPP] FYI: Progress on IPP Everywhere v1.1 Self-Certification Tools

I've been working on the v1.1 tools and have a very early alpha version of the submission tool pushed to the Github repository.  Feel free to play around with it if you like - I still need to finish up the rest of the validation tests and make sure that the feature detection is working as designed.
